Orga

May 2022

María-Caera, an African refugee (at the time)

11 percent.

This is the remaining living space left for humanity.

Half a century after the appearance of the Kaiju, humanity has lost four continents and is now living huddled together in a part of the South American continent. The once-flourishing consumer society, supported by limitless power and covered in an overflow of advertisements in the big cities, has now become a relic in history books. In the current human domain, where food, energy, medical supplies, and mineral resources are all depleted, the most scarce resource is human resources.

During the half-century-long battle against the Kaiju, the total population has decreased to one-tenth. Moreover, more than 30% of the surviving humans have been mobilized into the military, exceeding the limit of a total war system that has continued for over 10 years, causing the young generation who should have been the backbone of society to perish one after another. The birth rate has also been on a downward trend. Even with the scientific and technological advancements provided by Exif and Bilusaludo, the complete automation of society could not be achieved, and the United Earth is on the verge of collapse due to an extreme shortage of manpower.

“The Second Human Salvation City of Colombia”.

The former capital of Colombia, Bogotá, is now a city managed by the Human Survival Committee.

What was once called a refugee camp is now…

Looking out the office window at the port, the young administrator who oversees this city, the “Mayor” María-Caera, says:

Indeed, the predecessor of the Human Survival Committee was the United Nations High Commissioner for Refugees, which dealt with refugee issues under the United Nations. But the refugee camp she refers to and this Human Salvation City, which has been redeveloped with the latest scientific and technological advancements from Bilusaludo, are completely different.

At the port, a large transport ship had just docked, carrying people rescued from the operation in North America. This city is a base for protecting “humanity,” the most precious resource on this Earth, and for educating and training them as soldiers or workers.

— Preserve the human species, rescue the 200 million people stranded on the lost continents, and restore the population to 1 billion…

Such slogans are displayed in the office. None of us working for the United Earth are unaware of them. Even though she is still in her 30s, she has been relentlessly negotiating with veteran military officers, cooperating with extraterrestrials, and rescuing large numbers of refugees from the regions dominated by the Kaiju, all in order to achieve these goals.

The former human race had the “luxury” to treat the refugees who had lost their homeland to the Kaiju as a nuisance, providing them with only the bare minimum of living space.

Caera smiled, saying this with a hint of irony, but without any malice. She herself was born on the African continent and had fled to Europe as a refugee in the past. She was one of those “nuisances” who were treated that way. Yet, there was no trace of resentment or anger in her.

We refugees were thought to be a nuisance, coming to steal land, jobs, and welfare, an endless swarm that would never cease. What a happy illusion that was.

In May 2022, the young girl lost her family to the Kaiju in Turkey, far from her homeland.

Before I start, I must make it clear that I did not directly witness the Kaiju… Orga. Furthermore, when I left my country, I was just a young child who had not even started school yet. At the time, I did not fully understand the situation I was in, and there are many vague parts in my memory.

Caera prefaces her story this way. Indeed, as a subject for the investigation of the Kaiju Orga, Caera is somewhat inappropriate. Yet, I requested this investigation from her, as I really wanted to hear the story directly from her.

I understand. I will try to share as much as I can recall, though I’m not sure how accurate it will be. But for that, I need to tell you a bit about the time before I was born.

Of the five continents, Africa was the first where humanity lost its habitable sphere. While the advanced nations in the north…at least until 2030, suffered many casualties but managed to repel the kaiju, except for a few exceptions like Egypt and South Africa, the African continent lacked sufficient armaments. They were virtually powerless against massive species over 50 meters, let alone the mid-sized ones around 20 meters. It is said that the first kaiju appearance in Africa was Anguirus II, which emerged in South Africa in 2006, but the exact details are unknown. I’ve also heard there were sightings of smaller individuals even before that.

A major turning point came in 2012, when Megalon emerged from the west coast of Africa, crossed the continent, and disappeared back into the sea. While the direct casualties exceeded 20 million, even more tragic were the many refugees that followed. Numerous small nations were wiped out by Megalon. In some of the so-called dictatorships, there are cases where the government not only failed to inform citizens of the kaiju appearance, but deliberately covered it up while the central leadership secretly abandoned the country to flee to Europe. The shameful nation where my father was born and raised was one such case. Though damage from Megalon itself was relatively light, the abrupt disappearance of the “general” who had forcibly ruled over multiple ethnic groups threw my homeland into civil war in an instant. My father resolved to abandon that country, convincing his parents, neighbors – including the woman who would later become my mother – to aim for Egypt. At that time, Egypt had been spared from Megalon and was the wealthiest and best-armed of the neighboring nations against kaiju threats.

However, many others had the same idea, and by 2015 it’s said over 10 million refugees had poured into Egypt. Relatively stable nations like South Africa faced similar situations. Of course, no single country could protect such numbers, so African nations requested aid from the international community. But with the world facing kaiju threats of their own – either defending their countries or recovering from disasters – assistance from Europe, America and others was meager at best.

Still, we managed to get by at first. My father found work as an auto mechanic, married my mother, and they had their eldest daughter. Yes, I was born in Egypt, having never set foot on my ancestral homeland. But the influx of refugees heading to Egypt only continued to increase. From this situation, resentment grew among Egyptians toward their government’s open-door policy, taking the form of xenophobia, until finally in 2020 a military coup overthrew the regime under such pressures. The new government declared an immediate halt to accepting any more refugees. Rumors then spread of plans to forcibly detain refugees already in the country – which turned out to be true.

Having lost his job and home, my father resolved to escape Egypt with my mother, me, and newborn sister, setting our sights on Europe. We paid everything to smugglers to flee Egypt in June 2021. Within a month, Egypt fell to a swarm of Griffons attacking the capital Cairo. A year later, Megalon reappeared in South Africa. With the obliteration of South Africa, Africa’s downfall was all but sealed, and 300 to 400 million more Africans fled the continent to Europe and Central Asia, chased by kaiju like we were. And then…that cursed Indo-Pakistan War broke out, driving even more people to flee…

Yes, it’s said Africa’s population was halved in just 10 short years after Megalon emerged in 2012. Was there truly nothing that could have been done? If the UN deployment African nations pleaded for had been approved back then… If Griffon had been eliminated early to prevent its spread… If we could have at least stopped the human wars…

(To Caera, hesitating with her words, I ask)

— You reached Europe by land?

Yes. Right after Megalon appeared, many North Africans sought to flee to Europe. The main route taken was across the Mediterranean by sea, but there were nowhere near enough ships for the numbers involved. Countless people tried crossing on vessels that could barely be called boats, only to drown. By the late 2010s, not a day went by without bodies washing up on Europe’s shores. No, not just Europe – everywhere in the world. There were cases of boats carrying bodies thought to be African refugees drifting all the way to South America. However, the sea route to Europe also became difficult in the late 2010s. Because the kaiju Gezora had appeared in the Mediterranean.

— There’s a theory that EU nations deliberately allowed Gezora’s presence to seal off refugee routes to Europe.

I’m afraid I don’t have any evidence to confirm that. I was just a child at the time. In any case, by the time it was our family’s turn, the sea route to Europe was essentially suicide. But the land journey was also horrific. There were no buses – we were crammed into the back of trucks like cargo, traveling for dozens of hours at a time. At some point, my newborn sister had stopped crying. She couldn’t bear it anymore. With my mother’s milk dried up, she had been sharing our meager rations with me.

(Caera cuts the sacred crest of Exif. Then, she begins speaking again.)

I celebrated my 6th birthday in the Izmir refugee camp in Turkey. Until then, we had relied on water rations, but on that day, we finally struck a well and it was a festival all day long. Everyone celebrated with me – a UN sister gave me sweets I had never tasted before, and a man with a bear-like beard gave me a beautiful doll…it may have been a memento from someone…just like my sister, that man’s daughter may have been lost along the way too…I don’t remember what happened to that doll.

I don’t have too many difficult memories of life in the refugee camp. I think the Turkish government, under the president’s leadership, did everything they could to accept refugees. They made major concessions regarding their ethnic issues with the Kurds, set up the camps, and even tried to allow refugees to work if they wanted to. At the time in 2022, Turkey was hosting 40 million refugees – nearly half its own population.

Of course, I think Turkey could only set up so many refugee camps domestically because of aid from EU countries. Many staff were dispatched from the UN refugee agency, and we were able to get at least basic medical care. But of course, that was the trade-off condition for Turkey to keep us refugees inside the country. The door to our intended destination of Europe was tightly shut. EU countries built multiple layers of fences at their borders to keep us out. Border patrols would point guns at anyone who got close. The EU’s idea of uniting Europe manifested itself as Europe uniting to shut refugees out.

Of course…not all European countries were like that from the start. For example, Germany announced it would accept 500,000 refugees in 2016…but that was one or two orders of magnitude too small compared to the flood of refugees pouring in.

As the 2020s arrived when Africa’s devastation became decisive, Europe only hardened its stance more and more. People seemed gripped by the absurd fear that if this continued, people from all of Africa would come and take over Europe. It was like Egypt all over again. Nationalist parties advocating the exclusion of immigrants and refugees won elections in each country, and walls went up at the borders. It wasn’t just the EU. When refugees tried to cross the Black Sea, Russia massed its Black Sea fleet as well, putting pressure on Turkey. Faced with the shared human threat of the Kaiju, people closed their borders, closed their hearts, splitting into factions before the Kaiju could divide them.

It had been nearly a year since we arrived in Turkey. My parents must have been anxious. But as I mentioned earlier, I personally did not think about wanting to go to Europe quickly or anything like that. Because I had been a “refugee” ever since I was born, and considering my life in Egypt and the journey to Turkey, life in the refugee camp was quite fortunate. The humanitarian rations from the UN…milk and biscuits were the greatest delicacies to me.

Still…in May 2022, even I could tell that something special was about to happen. The adults were anticipating something, that “soon” something would occur.

That year, at that time…the UN refugee agency was persistently calling on the governments of Europe, and finally Europe was beginning to open its doors to refugees. An interim European Parliament was convened, and the EU as a whole was discussing accepting 3 million refugees as a start. Considering the 40 million refugees Turkey was hosting, plus the billions still left behind in Africa, it was too small a number. But it was supposed to be the first step. And in parallel, to fundamentally resolve the root cause of the population inflow into Europe, plans for a UN military intervention in Africa…the African Recapture Operation, had secretly begun. If that were carried out…we may have even been able to return to our homeland.

On that day when a glimmer of hope emerged…

May 11th, 2022.

—The Orga landed in Izmir.

Izmir was originally one of the transit points for those heading to Europe via Cyprus. After the appearance of Gezora, the people who lost their place had nowhere to go, and the largest refugee camp in Turkey at the time was located there. Of all places, Orga appeared there, in what was probably the most densely populated area in the world at the time. The Turkish government naturally hesitated to attack, and Izmir was left to be ravaged by Orga. And ahead of its path of destruction was our refugee camp. Hastily, a volunteer army was organized among the refugees, and my father was chosen as its commander. What could they do against the giant Kaiju without any weapons? Or did the Turkish government provide them with weapons? I don’t know. I… I was able to board the helicopter because I was a young child. A helicopter that only carried children. Because that way they could fit as many people as possible. I was the older sister, and I held two babies during the ride. Mother… Mother said she would escape by land route, that we would meet later. But neither my father nor my mother ever came back……

……About 1.15 million. Do you know what this number means?

—The official record of the Earth Federation regarding the casualties caused by Orga, right?

Yes. That is considered relatively minor damage among the Kaiju disasters. But that’s because our refugees’ share is not included. If we include my father and mother, the death toll would be far more than 10 million. But that remains unknown because there are no official records. The deaths of my father and mother are only mentioned as a small footnote next to the 1.15 million…

It’s a pity. If Orga’s appearance had been a little later, there might have been a different result, a different history. Even without waiting for contact with Exif and Bilusaludo, we might have been able to create the Earth Federation. But it didn’t happen that way. It didn’t take long for the EU and Russia to fight over the leadership of Turkey’s reconstruction, eventually leading to a proxy war that divided the country. Repeating the absurd Cold War era in the face of Kaiju and hundreds of millions of refugees from Africa…

The refugees from Africa lost their place and became victims of the Kaiju one after another… Precious, irreplaceable lives…

—In Switzerland, after registering as a refugee, you later became a staff member of UNHCR. In 2036, humanity began a refugee rescue operation in the Eurasian and African continents with the help of two extraterrestrials, Exif and Bilusaludo, and you are known as the official who persistently negotiated with the extraterrestrials to provide their interstellar migrant ships for refugee rescue. The great achievements of this series of operations led to the establishment of the Human Survival Commission.

…Yes, that’s right. You all speak of me like a saint or a hero, but I only did what I had to do, just like many other staff members.

—The official personally boarded an Exif migrant ship to command the rescue operation for the isolated refugees in Siberia. Many of the rescued people were residents of the EU and Russia. There are unofficial records that the Russian fleet deployed in the Black Sea used biological and chemical weapons against Orga, causing collateral damage to the refugees. It is said that Russia used these weapons not against Orga, but against the refugees, fearing a massive influx of refugees due to the collapse of the refugee camps…

Are you trying to say that the people of the EU abandoned us, and the Russians are the enemies of my parents? Whether that’s true or not, I don’t know. And even if it were true, that would never be a reason not to save the people freezing in Siberia, right? …Well, I’m afraid I can’t be of much help anymore.

—No, that’s not what I meant… But, I’m sorry. Could you please tell me one last thing? Is it true that you were offered to board the Oratio, but you refused?

Yes, I understand that migration to extrasolar planets is indeed a necessary and the most certain choice for the survival of humanity. But my role is to rescue as many of the estimated 200 million people still left outside the human habitable zone. And if this city is to see its last days, I intend to stay with the people as a member of the Human Survival Commission, just like the many UNHCR staff who remained with the refugees until the end, giving up their seats to children like me.

I will remain with the Earth until the end.

That is the path of my dedication.
