When the interests of the bureaucrats are at stake, they will demonstrate their abilities to the fullest. 
 
Two days after the head of the General Affairs Department had taken the report to the Rear Admiral, the reinforcement plan for the space destroyer [Shunmin] was completed. 
 
The head of the Personnel Department accompanied the head of the General Affairs Department, who was also in charge of that ship, to visit the Rear Admiral’s office. 
 
“Rear Admiral, the reinforcement plan for the space destroyer [Shunmin] has been completed.” 
 
“A reinforcement plan, you say?” 
 
“Yes, in the current state, that ship may be criticized for being understaffed. We need to at least maintain the appearance, or we may face the scrutiny of the Royal Family.” 
 
“What about the space frigate?” 
 
“That one is not yet recognized as an active ship. It is under the custody of the General Affairs Department, and we have set up a new division to handle its maintenance, but the ship in renovation does not have an official name or hull number. So there is no need for assigned crew members, let alone a captain.” 
 
“However, [Shunmin] does have an official name and hull number, and while it may not have a captain, it does have an acting captain. And the crew members are rather haphazardly assigned. So this situation is rather problematic, isn’t it?” 
 
“Indeed, that may be true. However…” 
 
“I don’t know what concerns you, but we have a cadet system. It allows high school-level students to work while continuing their studies. I have selected about thirty first-year cadets for this purpose. They are still in the midst of their basic education, so it doesn’t matter where they learn. Assigning them to that ship will make the crew numbers look more reasonable. Furthermore, we can assign the second-class spacemen who are not currently on that ship.” 
 
“Eh? There are no second-class spacemen on that ship?” 
 
“Yes, they have all been promoted by one rank due to that decoration. So the second-class spacemen, including the rookies, have all become first-class spacemen. And the problem is that there are more non-commissioned officers than regular soldiers. Since all the first-class spacemen there have become non-commissioned officers.” 
 
“I see, that is indeed problematic. If we don’t do anything about it, we may face the scrutiny of the Royal Family.” 
 
“If we tell the noble families that we are educating their children, they may be satisfied. And that is indeed the case.” 
 
“True, sending useless people won’t be of any use, and they would have the responsibility of providing that education, so they won’t be able to focus on the maintenance. Hmm, this is a good idea. Alright, show me that personnel reinforcement plan.”

The head of the Personnel Department handed the Rear Admiral the reinforcement plan that included the profiles of thirty people. 
 
The Rear Admiral checked the data on his terminal and confirmed that they were all first-year cadets. 
 
After confirming that all of them were first-year pre-college students, he approved it. 
 
“Implement this promptly and ensure that there are no blemishes on our reputation.” 
 
The two department heads bowed and left the Rear Admiral’s office, inwardly considering other matters, but outwardly complying with the Rear Admiral’s instructions.

It was a busy three days after we had the ship docked. 
 
And it was mostly paperwork. 
 
Fortunately, big sis Maki had taken care of arranging the living quarters and offices, so that was a relief. But even so, with thirty subordinates to manage, I was kept busy setting their work schedules and making training plans. 
 
Fortunately, the maintenance estimates were being worked on by the foreman and Maria’s team, so I haven’t had any troublesome issues from Maria yet.  
 
However, to me, this felt like the calm before the storm, and it was a bit frightening. 
 
While I was in this state, I received an instruction from the head of the General Affairs Department at headquarters. 
 
“Acting Captain Nao.” 
 
Maki came into my room,  
 
This office is a part of a cruise ship, so it’s a bit of a waste of space. 
 
My room is also assigned to a room that is supposed to have been the captain’s cabin. 
 
Maki knocked on the door and came in. 
 
“Acting Captain Nao, it seems there is going to be a reinforcement, ” 
 
“More personnel? “ 
 
“thirty second-class spacemen for the crew of the space destroyer [Shunmin].” 
 
“Sudden reinforcement, huh? And all of them are rookies? This might be a bit of a challenge.”

  1. bruh they’re doing this so if they focus on maintenance they can accuse them of failing educate cadets but of focus on cadets accuse of failing maintenance like these people that pettiness keeps growing
