This proposal document looks at the current situation of humanity and suggests important choices for ensuring the survival of the human race in the future. Currently, the Global Union government in Rio de Janeiro, Brazil is aware of 522 million surviving humans (there were about 7 billion before the Kaiju appearances). Quickly finding a way to sustain the remaining humans with limited resources is an urgent priority for the Union. Two interstellar migration ships have been under construction in orbit, with a total capacity of around 15,000 people (the Aratrum: 5,000 people, the Oratio: 10,000 people). Careful consideration is needed in selecting the migrants, to maintain human culture and civilization, as well as political legitimacy. The following is the final proposal from this committee after extensive discussions.

Location: New York City to Boston, USA
Kaiju: Kamacuras, estimated 2.5 million casualties. The first confirmed giant “Kaiju” creature emerged suddenly from the Upper Bay near southwest Manhattan, moving 330 km northeast in 72 hours and devastating everything in its path, before being driven off by US Air Force “bunker buster” laser-guided penetration bombs near Portsmouth, Massachusetts. The appearance of the “Kaiju” is hypothesized to be a manifestation of rapid environmental changes causing biological upheaval.

Kaiju: Dogora, estimated 3.9 million casualties

Location: Tianjin to Beijing, China
Kaiju: Rodan-Anguirus, estimated 8.2 million casualties. The successful “Hedorah” bioweapons operation caused widespread contamination across Hebei province.

Location: Sydney to Newcastle, Australia
Kaiju: Dagahra, estimated 6.7 million casualties. An unidentified substance from the Kaiju’s body caused a bacterial outbreak that spread along the Australian east coast.

Kaiju: Orga, estimated 1.15 million casualties

Location: West Coast, USA
Kaiju: Godzilla, estimated 8.7 million casualties, 56% human survival rate, world population ~2.3 billion. Los Angeles to San Francisco was devastated – damage far exceeding previous Kaiju attacks. Three other Kaiju that appeared simultaneously were destroyed by Godzilla.

Godzilla devastates Western Europe. EU forces fail to stop him. Estimated 6 million casualties, 30% human survival rate, world population ~2 billion. The capital of France, Paris, falls. Evacuation from across Europe.

Alien race “Exif” arrives in New York

Alien race “Bilusaludo” arrives in London

The “Global Union” is formed by the three races – human, Bilusaludo and Exif. Nations become autonomous regions. With the advanced technology gained through cooperation with the aliens, the “Operation Eternal Light” campaign is successfully launched to retake Europe. Efforts are accelerated to develop and mass-produce anti-Kaiju weapons, but an effective solution against Godzilla remains elusive.
2042
Godzilla’s activity intensifies (8 appearances). Estimated 300 million casualties, 19% human survival rate, world population ~1-2 billion. Habitable areas lost: entire US East Coast, northern Africa, 50% of Eurasia.

Plan for selected human migration to exoplanets. Construction begins on the interstellar colony ships. Interim central government functions are relocated near Rio de Janeiro, Brazil.

“Operation Great Wall” is executed to contain Godzilla within Eurasia. 2000 nuclear warheads are detonated to rupture the tectonic plate boundary along the Himalayan plains, forming a 1 km wide, 800 m deep, 10,000 km long rift that successfully slows Godzilla’s advance for around a year.
2046 January
Godzilla breaches the India defense line. Estimated 200 million casualties, 13% human survival rate, world population ~800 million. Trapped by the rift, Godzilla melts part of the Himalayas to escape, then reaches and disappears into the Bay of Bengal. In March, it surfaces in Hamamatsu, Japan, defeating the final defense.

Primates.
The supreme species.
This is the name we arrogant humans have given ourselves. But now…no, even as the 20th century was drawing to a close in 1999, humanity has been unceremoniously knocked off its pedestal as the dominant primate on this Earth.
Now, the only creatures on this planet worthy of being called primates are the Kaiju – the unknown, gigantic beings that have emerged due to the Earth’s rapid environmental changes. No, that is not quite accurate. The true primate is their king – that being, the destroyer, the ultimate life form, G…
-I, along with the rest of humanity, have been instilled with unimaginable terror by it.
My fingers tremble and sweat drops onto the keyboard just at the thought of writing its name.
The symbol of terror.
The beast of God.
Godzilla.
GODZILLA.
That is the name of the current dominant primate of Earth.
In the year 2048, the present.
We humans are now on the brink of extinction, destroyed by the Kaiju, and especially by that being, G.
The final battle against G, conducted in Japan in March 2046, ended in humanity’s defeat. We now have no means left to counter the Kaiju, to oppose it.
At the height of our power, we numbered 70 billion, spanning 5 continents and 7 seas. Now, we are down to a mere estimated 7 billion, relegated to just a portion of the South American continent.
To defeat the Kaiju and their king, we have had to resort time and again to the forbidden power of nuclear weapons. The consequences have been the drastic changes to the Earth’s environment, leading to successive abnormal weather patterns, the spread of unknown diseases, and the emergence of more Kaiju.
Before long, humanity will be wiped off the face of this Earth. Whether it is by natural disaster, famine, or disease, or as most predict, by that being, G, makes little difference.
In this dire situation, the Global Union Government has made a final decision to ensure the survival of the human species – a plan for the migration of humanity to extrasolar planets.
But with the battles against the Kaiju, especially G, draining our resources from manpower to energy, the interstellar migration ships humanity has managed to prepare are a mere two – the Oratio and the Alatram, capable of carrying only 10,000 and 5,000 people respectively. These mere 15,000 people will abandon the 700 million of our brethren left behind on this Earth, now a monster-dominated planet, and flee into the vastness of space.
I am –
I am one of those cowards.
The crew members of two spaceships were strictly selected by the Gemantria calculations brought about by the alien Exif. (To many of us humans, it appears more like a mystical power that predicts the future rather than just mathematics.) However, there were not a few among the chosen ones who refused to board the migrant ship and chose to fight to the end alongside their fellow Earthlings. If it were not for that, someone like me would not have been able to get a ticket. If I could, I would have also stayed on this planet until the end and fulfilled my duty. As a member of the human race, I wanted to at least witness our final moments. But I just could not tell my beloved wife and son to share this planet’s fate.
I considered just sending my wife and son, but the committee did not allow it. Besides, the Alatram, which we were allowed to board, unlike the Oratio, did not have cryogenic sleeping devices. The crew had to endure the 11-9 light-year journey to Tau Star Cetus e with limited facilities and resources. I could not send my young child and wife on such a harsh journey alone.
No, no matter how much I write, these are just excuses.
I am a coward who chose my wife and child over 700 million of my compatriots.
Now, what I am writing is a kind of atonement for such a deed.
Or perhaps, it is a shallow act of escaping the guilt.
I was an employee of the Global Union Military Intelligence Division, tasked with investigating the Kaiju, up until the moment I was ordered to board the Alatram.
However, my team’s role was not the critical missions of direct contact with the Kaiju or scientific research into their biology and organization, but rather interviewing the many people who had survived encounters with them. It was more the work of a journalist than a soldier, but it was essential for evaluating and summarizing the various operations. And above all, the government, desperate to overturn this hopeless situation, was grasping at straws, seeking the key in the testimonies of the survivors to the threat of the Kaiju, especially G. The results, however, have been mostly futile.
The Restoration of the Wilhelm-Kirschner Thesis, Believed to be Lost in the Chaos of the Destruction of Western Europe, and the Discovery of Footage Documenting the Ultra-Close-Range Attack by the Middle Eastern Front Army’s 160th Artillery Regiment Against G During the Non-Existent Great Wall Operation (2045) – these were some of the valuable results we were able to achieve. However, we ultimately failed to obtain the information needed to resolve the situation.
The vast number of testimonies we gathered were mostly evaluated as strategically and tactically worthless, and could not be included in the databases of the Aratrum and Oratio.
I do not object to that assessment. The database capacity is limited, and the priority should be to preserve information that is value-neutral. The testimony videos of the hazy-memoried survivors are certainly less reliable than the direct records of the Kaiju themselves.
However, I cannot help but feel that even if these testimonies were “strategically and tactically worthless,” they were not entirely meaningless.
From 1999 to the present day, human history has been an era of struggle against the Kaiju
The era of the Kaiju Apocalypse.
I heard the voices of every individual who lived through that time.
The confusion of those born before the Kaiju, whose worldviews were completely shattered by their appearance. The frustration and anger towards a humanity that could not unite against the global threat of the Kaiju. And the despair when the true nemesis, G, appeared, shattering all hope.
There was much fear, regret, and lamentation.
But it was not only that.
Even in the history of terror, despair, defeat, and destruction, there were faint glimmers of hope, victory, and achievement. There were friendships that transcended nations, and universal compassion that transcended species.
Overcoming many divides, we joined hands with the peoples of the different worlds of Bilusaludo and Exif to establish the United Earth, the first unified global state. Without this effort, we may not have even been able to maintain the faint hope represented by the Aratrum and Oratio.
This document is a chronological compilation of the testimonies I was able to directly hear. I have extracted the audio portions from the vast video records and edited and supplemented them as needed. Of course, these are testimonies based on memory, and many reach back nearly half a century. Inevitably, they contain numerous factual errors, ambiguities, and inaccuracies. Readers should be mindful of this. Yet, from one who was present at the scenes of testimony, I can say that while small errors may be present in the facts they relate, the fear, despair, and hope expressed by these people is undoubtedly true.
The faint truths that cannot be expressed by a mere recitation of facts, the truths that slip through the fingers of objectivity.
That is the purpose of this document.
About a month after being assigned to the Aratrum, freed from all other duties, I began work on this document. But I can scarcely say I have taken the first step, as the testimonies I must compile are immense and cannot be completed in a short time.
But it’s alright. The Aratrum’s journey is long – an estimated 20 years to Tau Ceti e. Even if we reach it safely, it is uncertain whether it will truly be a habitable planet. The journey may continue even further. Perhaps I, or even my children, will end our lives within the steel hull of the ship, in the absolute vacuum of space, never seeing the new land. And eventually, a generation that knows nothing of Earth will carry on the history of our planet.
But that is precisely why I want them to inherit the history of the Earth.
Not just the recorded facts and images, but the memories expressed in the testimonies of the people.
How humanity encountered the Kaiju and G, how they feared them, how they continued to fight and continued to be defeated – and how they were forced to make the agonizing decision to abandon Earth in order to ensure the survival of the human species.
Among the testifiers we encountered, not a few have fallen in battle against the Kaiju, and many more have been left behind on Earth.
The only thing I can do is to convey the voices, the lived experiences of those people to someone else.
I believe this is the sole atonement I can offer, having abandoned my fellow human beings.

Hi, first of all thank you so much for this translation, I’ve been meaning to read this book for a couple of years. The movies themselves were fairly disappointing, but the backstory really grabbed me.
Anyway, I noticed small number mistakes in human population in the “Primate” section. It says that humans had the population of 70 billion at their peak and now are down to only 700 billion.
